Organization Overview
For over 50 years, ACC Senior Services (formerly known as the Asian Community Center of Sacramento Valley) has been dedicated to enriching the lives of older adults and family caregivers. This organization promotes the general welfare and enhances the quality of life of our community by offering specially designed, culturally sensitive services, programs, and classes for older adults in the Sacramento region. From home and community-based programs to our residential living and care communities, ACC offers a full continuum of supportive services. Many of ACC's programs are offered at low-to-no cost to participants due to the generous grant funding and private donations it receives to fund its programs and services. ACC is a non-profit 501(c)3 tax exempt organization.
The Asian Community Nursing Home, now known as ACC Care Center, opened in 1987. The land it sits on was donated by developer Angelo Tsakopoulos and was built with support from elected officials, churches, businesses, and thousands of individuals from the Asian community. Not only did ACC Senior Services enjoy an outpouring of financial support, but thousands of volunteer hours were also contributed. The nursing home project bolstered ACC's reputation, putting it on a strong footing to expand its services. Since its nursing home was established, ACC has successfully launched an array of responsive community programs to support wellness and lifelong learning, as well as caregiver support services since 2001, established ACC Rides Program (2003), acquired senior independent living apartments Greenhaven Terrace (2007), added Assisted Living to Greenhaven Terrace (2014) and constructed the new Maple Tree Village Memory Care and Assisted Living facility (2020).
In 2010, when Sacramento County decided to end its senior nutrition services after 30+ years, ACC was selected to take over the program. ACC formed Meals on Wheels (MoW) by ACC as a separate non-profit 501(c)3 to operate the program, with a separate Board of Directors and separate staff. ACC serves as MoW's sole Member as defined by California Corporations Code as well as MoW's Managing Agent under an agreement to manage and support its administration and day-to-day operations. In spring 2024, MoW adopted the new name "Meals on Wheels Sacramento County" and aligned its branding with Meals on Wheels America.

ACC Senior Services Today
Founded in 1972, ACC has grown from a grassroots volunteer effort into one of Northern California's most comprehensive and respected providers of senior services.
Today, ACC is a nearly $40 million organization with approximately 250 full-time employees and more than 350 active volunteers. ACC supports older adults and families across the region through its operations of a skilled nursing facility for long term care and rehabilitation services, independent living and assisted living facilities, Meals on Wheels Sacramento County, and a wide range of wellness and education programs including ACC Rides Transportation Services, Bridge to Health Families, Friendly Visitor, Support Group and Education Workshops, and classes. ACC Senior Services also continues to explore opportunities to expand its services to meet current and future needs in the community.

Like many senior services organizations, it has navigated the impacts of the pandemic, leadership transitions, operational disruptions, and financial pressures. Through these challenges, ACC has demonstrated resilience, strengthened its financial position, and advanced meaningful operational improvements. The Leadership Opportunity
This is an extraordinary opportunity for a mission-driven, strategic, and community-centered executive to lead ACC Senior Services into its next chapter of impact, innovation, and sustainability. Reporting to and working closely with the ACC Board of Directors, the President/Chief Executive Officer will oversee operations, ensure strong financial and organizational performance, drive growth, advance ACC's mission, and strengthen long-term stability. The CEO will provide bold and unifying leadership across ACC's senior living, healthcare, volunteer, and community-based services, while also serving as ACC's managing agent for Meals on Wheels Sacramento County. Together, these responsibilities position the CEO to shape the future of one of the region's most trusted and comprehensive providers of services for older adults.
The next CEO will inherit an organization with tremendous strengths, including a dedicated workforce, committed volunteers, loyal community partners, improving financial stability, and a continuum of services that touches hundreds of lives each year. Building on this foundation, the CEO will strengthen culture, develop and empower leaders, create a high-quality work environment, foster alignment across programs and entities, and advance strategic priorities that support long-term sustainability and mission impact.
At the heart of this role is ACC's deep commitment to community-centered work. The CEO will be a visible, engaged, and trusted leader who listens deeply, builds authentic partnerships, inspires and supports ACC's volunteers, and represents the organization with credibility, warmth, and care throughout the Sacramento community. This leader will ensure ACC's programs reflect the needs, lived experiences, and aspirations of older adults, families, caregivers, and communities across the region and will ensure high quality of care and warm community feeling for all of the residents and their families in each of the facilities in ACC's portfolio.
A key responsibility will be providing thoughtful executive oversight of ACC's managing-agent relationship with Meals on Wheels Sacramento County. Working in partnership with the Meals on Wheels Board and Executive Director, the CEO will deepen collaboration, support long-term planning, strengthen stewardship of shared resources, and maximize the collective impact of both organizations.

The ideal candidate will combine strategic ambition with operational discipline, humility, cultural awareness, and a genuine commitment to older adults and the communities ACC serves. At this pivotal moment, the next CEO will honor ACC's extraordinary legacy while leading with courage, compassion, and community voice, ensuring that older adults across the region are seen, supported, connected, and empowered to live with dignity and purpose.
Leadership Competencies
The ideal candidate will be a mission-driven, community-centered executive with a bachelor's degree from an accredited college or university and at least five years of experience managing services such as senior health care, long-term care, and/or social services in nonprofit, community-based organizations. A graduate degree in social work, management, business administration, health sciences, education, behavioral or physical sciences, community development, or a related field is preferred. Experience in a nonprofit service organization at the executive level is highly desirable, as is Residential Care for the Elderly certification and direct experience overseeing skilled nursing, senior health care, independent living, and/or assisted living facilities. The successful candidate will bring strong knowledge of state and federal regulatory compliance as well as the ability to understand and apply applicable federal, state, and local laws, codes, and regulations.

The CEO will be a forward-thinking leader capable of translating vision into action. They will establish clear priorities, align resources around strategic goals, and guide ACC toward long-term sustainability and growth. Combining strategic insight with operational discipline, the successful candidate will drive continuous improvement, strengthen organizational effectiveness, and ensure alignment across ACC's business lines, affiliated entities, and key partnerships. They will bring knowledge of administration, management, program evaluation and improvement, planning, organizational design, business development, and change management. The CEO will also be able to assess community needs, analyze data, develop responsive programs, and implement strategies that strengthen decision-making, service quality, and organizational impact.
Collaborative and Relationship-Centered Leadership
The successful candidate will be a trusted and authentic relationship builder who brings people together around a shared vision. They will build credibility across diverse constituencies and foster trust through transparency, consistency, and follow-through. An exceptional listener and communicator, this leader will create meaningful opportunities for engagement, ensure stakeholders feel heard and valued, and cultivate partnerships that strengthen both the organization and its connection to the community. They will be adept at navigating complex stakeholder environments and fostering collaboration across Boards, staff, volunteers, community leaders, public agencies, service providers, donors, and partner organizations. They will also be skilled in public relations, effective meeting facilitation, and representing the organization with clarity, confidence, and diplomacy.
Financial and Business Acumen
ACC seeks a leader who understands how to balance mission and business realities. The ideal candidate will bring strong financial management skills, experience overseeing complex operations and diverse revenue streams, and the ability to make thoughtful decisions that support both organizational sustainability and mission impact. They will be a disciplined steward of resources, capable of developing, overseeing, and interpreting budgets and other financial documents; evaluating opportunities and risks; strengthening financial performance; and ensuring sound fiscal management. The successful candidate will also bring demonstrated experience in fund development, including grant writing, securing support from federal, state, and local agencies, corporations, foundations, and individuals, and cultivating and stewarding donors in partnership with the Board and other stakeholders.
Board Partnership and Governance
The CEO will cultivate a strong partnership with the ACC Board of Directors grounded in trust, transparency, and mutual accountability. They will understand the distinction between governance and management while ensuring Board members have the information and support needed to fulfill their responsibilities effectively. The successful candidate will strengthen governance practices, facilitate thoughtful decision-making, support the work of Board committees, and serve as a trusted advisor to Board leadership. They will also effectively navigate ACC's unique governance and partnership relationships, including serving as a collaborative partner to the Meals on Wheels Board and Executive Director while respecting established governance structures, operational accountability, and shared decision-making responsibilities.
People Leadership and Emotional Intelligence
The successful candidate will be a thoughtful and emotionally intelligent leader who values people as the organization's greatest asset. They will empower and develop staff, foster accountability and professional growth, and create a culture where employees and volunteers feel supported, valued, and connected to the mission. Through empathy, self-awareness, and strong interpersonal skills, they will inspire confidence, navigate challenges constructively, and strengthen a culture of trust, collaboration, and shared responsibility. The CEO will bring proven capabilities in supervision, mentoring, training, team building, volunteer development and management, and the recruitment, retention, and recognition of staff and volunteers. They will also have demonstrated experience directly overseeing employment selection, recruitment, personnel management, contractors, professional development, and disciplinary matters in compliance with state and federal laws and regulations.
Senior Services and Operational Expertise
The successful candidate will understand the complexities of aging services, senior living, long-term care, and highly regulated environments, or demonstrate the capacity to quickly develop that expertise. They will bring a commitment to operational excellence, quality outcomes, and person-centered care while effectively managing regulatory, compliance, and operational requirements. Experience with community-based senior services, nutrition programs, home-delivered meals, senior health care, skilled nursing, independent living, assisted living, or other aging-in-place services will be particularly valuable. The CEO will also bring awareness of emerging trends in senior services and healthcare, along with the ability to assess their relevance and potential application to ACC's programs, partnerships, and long-term strategy.
Cultural Competence and Community Engagement
The CEO will honor ACC's history and longstanding connection to the Asian American and Pacific Islander community while embracing the diversity of those it serves today. As a visible and engaged ambassador, they will foster meaningful relationships with residents, families, community partners, donors, public agencies, volunteers, and other stakeholders. The successful candidate will lead with cultural humility and inclusiveness, ensuring all individuals feel welcomed, respected, and represented while strengthening awareness and support for ACC's mission. They will bring experience working with multicultural communities, particularly the Asian/Pacific Islander community, and will be able to strategize and implement community engagement initiatives that reflect the needs, lived experiences, and aspirations of older adults, families, caregivers, and the broader Sacramento region.
Key Responsibilities
- Plans, organizes, directs, coordinates and oversees the activities of the organization to ensure efficient operations and meet organization and service goals and regulatory compliance in areas including skilled nursing and supportive care, independent senior housing, assisted living, and senior programs.
- Ensures financial sustainability and growth of the organization, including managing cash flow and fundraising activities. Oversees the budget and financial processes of the organization; collaborates with staff to prepare budgets that support the organization's objectives and priorities; develops strategies for funding programs and operations.
- Works with the Board of Directors to develop and implement the organization's strategic plan and vision, recommends timelines and resources needed to achieve the strategic goals.
- Formulates risk management strategies, implements proactive measures, diversifies approaches, and participates in scenario planning to protect the organization from possible threats and weaknesses.
- Works collaboratively with the MoW Executive Director and MoW Board of Directors to achieve operational efficiencies and accomplish services goals.
- Identifies future needs of the organization, assures ongoing improvement, and develops strategies to meet changing needs, correct problems, achieve priority objectives, and improve efficiency and efficacy of senior services in a manner that promotes stakeholder and community involvement.
- Builds and maintains strong relationships, represents the organization before a variety of groups such as elected officials, public and private agencies, volunteers, the general public, contractors, the media, and civic groups to gather input, assess needs, develop priorities, and implement and maintain effective programs in promoting organization services, works collaboratively with sister organizations and other community groups and service providers.
- Supervises, develops, motivates and evaluates subordinate staff to promote a high-quality workforce environment and foster professional growth.
- Attends ACC Board and ACC Committee meetings. Ensures the Board receives accurate, timely and clear information to enable discharge of its duties and ensures the Board is kept informed of key business issues including any forthcoming, complex, contentious or sensitive issues, including those that may impede strategic plan implementation.
Compensation and Benefits
Salary is competitive and commensurate with experience. The salary range for this role is $275,000 - $300,000 with a generous benefits package.
